English version
Conclusion. Assistive products have their own classification system, generally organised by function and purpose: personal mobility aids, personal medical aids, aids for personal care and protection, aids for housekeeping, furniture and adaptations, and aids for communication and information. Standards, by contrast, are organised by product type: wheelchairs have wheelchair standards, walking aids have their own. The two do not coincide exactly, and several situations arise. One classification may contain several products with different standards, as personal mobility aids contain wheelchairs, walking frames and crutches. One product may span classifications, as with a wheelchair offering rehabilitation training functions. Some products have no dedicated standard, being novel or niche. And classification boundaries blur for products hard to place definitively.
Purposes of classification. Procurement and tendering use classification catalogues to define categories. Reimbursement and subsidy schemes may map to classification. Statistics and administration rest on it. Fitting services use it when configuring products. And information retrieval uses it as the entry point to products and standards. Mapping to reimbursement lists has practical consequences for manufacturers, since classification may determine whether a product falls within a subsidy scheme.
Working out the correspondence. Start from the product, establishing what it is and then finding the applicable standards. Do not start from the classification, since a classification may contain several products. Look at technical characteristics, since standards define their scope by them. Look at intended use, which affects the judgement. And look at construction and function, which determine which parts and general standards apply. Starting from the product is the correct order: classification is a tool for administration and procurement, while standard applicability is judged from the product's technical characteristics.
Handling borderline products. Some products are hard to place. Multi-function products combine several functions, as with a standing wheelchair. Novel products fall outside existing classifications and standards. And cross-category products serve, for instance, both as mobility aids and therapeutically. The approach is to determine the base standard from the principal function; to consider additional functions separately, assessing and verifying the risks they introduce; to refer to similar products and the standards they follow; and to seek formal confirmation where uncertain. Considering additional functions separately is the practical approach: a standing wheelchair follows wheelchair standards as its base, with the risks of the standing function, covering stability, restraint and emergency lowering, verified separately.
Where no dedicated standard exists. Some products have no corresponding standard. Cite standards for similar products that are technically close. Cite general standards for electrical safety, biocompatibility and similar requirements. Devise your own verification programme for functions and risks specific to the product. Justify the adequacy of that programme, explaining why this verification suffices. And work from the risk analysis, determining what needs verifying from the risks identified. Working from risk is the basic approach where no standard exists: identify the product's risks and determine control measures and verification methods for each.
Practical application. During product development, settling positioning and applicable standards early avoids later rework. At registration, the classification judgement and standard applicability must agree. During tendering, classification may affect whether a product meets tender requirements. In documentation, the standards list follows the product's technical characteristics. And in marketing, product positioning and classification statements must agree. Agreement between positioning and classification deserves attention: describing a product as one category in marketing while registering and testing it as another is an inconsistency that can cause problems.
How we handle it. For assistive product work we determine applicable standards from technical characteristics and intended use rather than simply mapping from a classification catalogue. For multi-function products we suggest testing base functions to the corresponding standards and assessing and verifying additional functions separately, which gives fuller coverage. For products without a dedicated standard we discuss a risk-based verification programme with the client and explain its basis, so that the adequacy of the verification can be argued in the documentation.
