English version
Conclusion. Technical parameters in a tender document ultimately determine whether a bid product meets requirements. Written so that they cannot be verified, evaluation rests on the bidder's own assertion and objectivity disappears. A verifiable parameter carries three elements: a numerical requirement, meaning a specific value or range rather than a qualitative description; test conditions, stating under what conditions that value is achieved; and a verification method, stating what method and what evidence will demonstrate it. Missing any one weakens verifiability, and the element most often missing in practice is the second: a value with no conditions.
Common unverifiable wording. Qualitative terms such as robust, high performance, comfortable or easy to operate cannot be judged as met or unmet. Values without conditions, such as range not less than twenty kilometres, leave the load, surface, speed and temperature unstated. Requirements without a verification method specify a parameter without saying how it is to be demonstrated. Self-contradictory requirements demand, for instance, very low mass together with very high load capacity, which is physically difficult to reconcile. And overly directive parameters produce a combination only one product can satisfy, which raises compliance problems. Values without conditions cause the most disputes: manufacturers state figures under different conditions, and numbers that look very different may in fact be comparable.
Writing them verifiably. For common wheelchair parameters, the conditions needing definition are as follows. Range needs load, surface, speed, temperature and battery state. Gradient capability needs load, ramp length, whether sustained or momentary, and surface. Mass needs whether battery and accessories are included and what constitutes standard configuration. Folded dimensions need whether footplates and battery are removed. Maximum load needs whether it covers the user alone or includes carried items. Seat width and depth need the measurement location and method. And braking distance needs load, speed, gradient and surface. The pattern is parameter name plus numerical requirement plus test conditions plus the standard or method relied upon plus the evidence required. Range, for instance, can be written as continuous travel of not less than a stated distance at a specified load, on a specified surface, at a specified speed, at a specified ambient temperature, from a fully charged battery, supported by a report from an appropriately accredited laboratory. Written that way, bidders know what to supply and evaluators know what to examine.
Defining conditions. Conditions should be close to actual use rather than idealised. They must be executable, meaning a laboratory can test to them. They must be uniform, applying identically to all bidders. And they should have a basis, ideally citing conditions specified in standards so that all parties understand them the same way. Citing standard conditions is practical, since they are commonly recognised, need no fresh definition and reduce differences of interpretation.
Specifying verification. Define report requirements covering who issues them, what type and what currency. Define report coverage, meaning which of the tender's items must be covered. Define sample verification, meaning whether a demonstration unit is required and whether on-site testing will occur. Define demonstrations, since some functions can be verified by showing them. And define undertakings, for content difficult to evidence by report. State report coverage clearly: requiring test reports alone is insufficient, since a report may cover only some items. List the parameters that must be report-supported.
Reasonableness of parameters. Consider whether each is necessary, corresponding to a genuine need rather than copied from a template. Consider whether each is achievable, with products on the market meeting it and more than one supplier. Consider whether they conflict physically. And consider whether weighting is sensible, distinguishing key from secondary parameters. Survey the market before finalising to confirm that several products can meet the combination: a combination only one product satisfies raises compliance problems.
Parameters worth including. Often overlooked in wheelchair procurement are durability measures, covering condition after fatigue testing and reflecting long-term reliability; flammability of upholstery and cushions; biocompatibility of skin-contacting components; ingress protection ratings for powered products; maintainability, covering whether wear parts are separately replaceable and what spare parts supply is undertaken; and after-sales terms, covering warranty, response time and the period for which spares will be available. Durability measures are particularly valuable in procurement because they discriminate on long-term reliability, whereas most tenders examine new-product performance only.
Checking at evaluation. With verifiable parameters, evaluation has a basis. Check item by item, identifying which page and which report supports each parameter. Check conditions, confirming that the report's test conditions match the tender's. Check models, confirming that the report covers the model bid. Check currency, confirming the report is within the required period. And check the laboratory's accreditation against requirements. Produce a checking table with one row per parameter recording the evidence location and the conclusion; that table also forms part of the evaluation record.
How we handle it. Where a purchaser needs technical input when drafting parameters, we can advise on verifiability: which parameters need conditions defined, how to set them and what kind of report supports them. For bidders we can arrange testing to the tender's conditions so that the resulting report corresponds directly to the tendered parameters, avoiding the situation of holding a report whose conditions do not match.
