English version
Conclusion. Should a wheelchair manufacturer build in-house testing capability? The answer depends on what it is for. If the aim is to replace third-party reports for registration, that is usually unrealistic, since accreditation, equipment investment and staffing requirements are all demanding. If the aim is to support development and production, the value is clear. During development it verifies design quickly without sending everything out. During production it supports final inspection and process control. Before submission it reduces the risk of failure through self-checking. And when problems arise it supports preliminary investigation. In-house capability therefore belongs as internal capability, dividing work with external testing rather than replacing it.
Levels of capability. Basic measurement of dimensions, mass and appearance costs very little. Simple functional checking of braking, folding and adjustment costs little. Simple mechanical testing, simplified static loading and stability, costs moderately. Basic electrical measurement of leakage and dielectric strength costs moderately. Durability testing through fatigue and cycling costs more. Environmental testing for temperature, humidity and water ingress costs more. And specialist items including electromagnetic compatibility, flammability and materials cost a great deal. Build from the bottom up: basic measurement and functional checking cost little and are used constantly, while specialist items generally offer a poorer return than outsourcing.
Capabilities to build first. Dimensional and mass measurement is cheap and used daily. Functional checking verifies each function's operation. Simple static loading gives preliminary strength verification with a basic loading rig. Stability uses a simple tilt platform. Braking uses a simple effectiveness check. And appearance and marking use visual inspection. These cover most of final inspection at modest cost while contributing noticeably to quality control.
Capabilities worth considering. Fatigue testing, where development is frequent, shortens the development cycle noticeably, since fatigue testing takes a long time and queuing for external capacity slows development. Basic electrical measurement of leakage and dielectric strength supports pre-submission self-checking. And environmental chambers support preliminary verification of materials and whole products. These cost moderately while improving development efficiency noticeably.
Capabilities not worth building. Electromagnetic compatibility testing requires specialist chambers and equipment at considerable cost. Flammability testing involves safety considerations and dedicated equipment. Material composition and chemical analysis requires expensive equipment and specialist expertise. And biocompatibility requires dedicated laboratory conditions. Outsourcing these offers markedly better value.
Selecting equipment. Match accuracy to requirement, since inadequate accuracy cannot resolve meaningful differences while excessive accuracy wastes money. Cover the range actually measured. Consider calibration feasibility, meaning whether calibration and traceability are practicable. Consider frequency of use, since rarely used equipment is not worth owning. Consider maintenance cost, since maintenance and calibration are continuing. And consider extensibility to future products. Frequency of use is the key criterion: equipment used a few times a year is generally cheaper to outsource.
Personnel and methods. Train personnel in measurement methods, equipment operation and data handling. Formalise methods through internal work instructions. Understand the relationship with standard methods, since internal methods may be simplified while the differences must be known. Record data in a defined format. And interpret results with an understanding of their meaning and limitations. Knowing the differences from standard methods matters: data from simplified internal methods may deviate from standard methods, which is acceptable for internal judgement but cannot be presented as standard-method results.
Dividing work with external testing. Internally: routine inspection, development verification, pre-submission self-checking and preliminary investigation. Externally: type testing for registration, items requiring accreditation, items needing specialist equipment and independent third-party verification. The data relationship is that internal data support internal decisions while external reports provide external evidence. And internal data have value despite not being usable externally, improving first-time pass rates, shortening development cycles and supporting quality control. Improving first-time pass rates is the direct return on in-house capability: finding and fixing problems before submission avoids a whole cycle of external failure and rework.
How we handle it. We understand the case for in-house capability and support clients self-checking before submission: self-check data cannot replace a formal report while revealing obvious problems. Where clients provide self-check data we take it into account, and where it differs markedly from our measurements we first discuss whether the difference is methodological or a product matter. For companies consulting on building capability we can offer a testing perspective on which items suit in-house work, what accuracy equipment needs and what to watch in methods.
