English version
Conclusion. Most test reports received during procurement are genuine and valid, though problem reports appear occasionally: forged, altered, used beyond their scope, or belonging to a different product. The basic route to verification is taking the report number to the issuing laboratory: reputable laboratories keep issuing records and can confirm what a given number corresponds to. Beyond verifying with the laboratory, the report itself offers several things a buyer can check, and experienced staff spot irregularities there.
Types of problem. Outright forgery shows as a report number the laboratory has no record of. Content alteration changes data, conclusions or model designations. Misattribution uses another product's report. Scope overreach cites a report covering some items as though it covered all. Expired use presents a report beyond the required currency. Accreditation mismatch involves a laboratory lacking the relevant accreditation. And copying appropriates a competitor's report under a changed name. Content alteration and scope overreach are more common than outright forgery, being less conspicuous: the report is genuine and only its content has been edited or its citation stretched.
Verification methods. Verify with the issuing laboratory by supplying the report number and asking them to confirm the report's existence and content; this is the most direct and reliable method. Check the laboratory's accreditation status, which is usually publicly available, confirming that it holds the relevant accreditation and that its scope covers the items in the report. Check internal consistency of report elements, covering number, date, signature, seal and format against that laboratory's conventions. Check sample information against the actual product. And check items against the cited standard's requirements. Make verification with the laboratory a standing step, particularly for high-value purchases or safety-critical items; it costs very little and eliminates most of the risk.
Suspicious signs. Formatting irregularities such as inconsistent fonts, odd line spacing and alignment problems may indicate editing. Data irregularities such as suspiciously round values, every item passing by exactly the same margin, or internally contradictory data. Inconsistent information between cover and inner pages, or between sample description and conclusion. Irregular seals and signatures, whether blurred, oddly placed or contrary to that laboratory's practice. Traces in scanned documents, where sharpness varies locally, suggesting composition. Numbering irregularities inconsistent with the laboratory's scheme. And professional errors such as incorrect standard citations, misused terminology or wrong units. Suspiciously tidy data is what experienced reviewers notice: real measurements scatter naturally, and values all integral or all at exactly the same proportion of the limit warrant suspicion.
Identifying scope overreach. Here the report is genuine but overused. Incomplete item coverage, where a report covering some items is used to demonstrate full conformity. Model mismatch, where one model's report supports another. Condition mismatch, where the report's test conditions differ from the claimed conditions of use. And configuration mismatch, where a base configuration was tested while another is supplied. The method of identification is comparing item by item what the report actually tested against what the bid or contract claims; where a claim finds no counterpart in the report, ask.
Handling a problem. Establish the facts first, avoiding misjudgement, since the issue may be misunderstanding rather than deliberate falsification. Ask the supplier, giving them an opportunity to explain. Require supplementary evidence where coverage is incomplete. Record the process and conclusion. Act under the contract where forgery or fraud is confirmed. And record it in the supplier evaluation as a reference for future dealings. Establishing the facts first matters: some cases are misunderstanding of a report's applicable scope rather than deliberate falsification, and the handling should differ.
Preventive practice. State report requirements in the contract, covering the laboratory's accreditation, the report type, the items covered and currency. Require originals or verifiable copies. Reserve the right to verify with the issuing laboratory. Specify the consequences of false materials. Maintain a supplier file recording materials supplied over time. And prefer verifiable reports, since those with a public verification route are more convenient. Writing the verification right into the contract makes the process much smoother in practice, avoiding suppliers refusing cooperation on grounds of commercial confidentiality.
How we handle it. Our reports carry unique report numbers, and a purchaser can use the number to verify authenticity and content with us. We support that verification and suggest using it where doubt exists. We keep report format and elements consistent, and items outside our accreditation scope are clearly annotated so that reports cannot be cited beyond their scope.
