进入加拿大市场,通常需要处理两件事:产品层面的许可,以及生产方质量体系方面的认证。
特点是体系认证往往是产品许可的前置条件 ——体系没有通过,产品许可就无法推进。这与某些市场「产品和体系并行」的安排不同。
所以规划时的顺序很重要:体系认证要提前启动,因为它的周期可能长于产品资料的准备。
分类与路径
产品按风险分级,级别决定资料要求和审查深度。轮椅类产品的分级要按具体的产品特征和预期用途判定。
判定的要点与其他市场类似: 是否有源、是否有治疗性目的、风险水平如何。
较低级别的产品资料要求相对简化,较高级别需要更完整的技术资料和证据。 所以分级判定同样是规划的第一步。
检测数据的准备
需要的数据类型与美欧市场高度重合:
机械性能与安全;电气安全与电磁兼容(电动产品);电池相关(含电池产品);阻燃;生物相容性;环境适应性。
已有的报告多数可以使用,需要确认的是标准版本的对应和报告的完整性。
加拿大的气候条件值得单独考虑。 冬季低温是实际使用环境,建议补充低温条件下的性能验证 ——电池容量、润滑、塑料件的低温脆性、以及整机在低温下的功能。这些在常规测试条件下覆盖不到,但在当地是常态。
语言与标识
这是加拿大市场的一个显著特点:标识和说明书通常需要英语和法语双语。
涉及的工作包括:
说明书的法语版本;标签内容的双语呈现;包装上的双语信息;以及安全警示的双语表达。
双语标签的版面设计是实际问题。 同样的内容用两种语言呈现,标签面积需要更大,或者字号更小。建议在包装设计阶段就按双语规划版面,而不是等标签内容定了再想怎么塞进去。
法语翻译的技术准确性同样要把关。 参数、单位、型号在翻译中出错是常见问题,建议定稿前由技术人员核对。
体系方面的要求
体系认证需要由认可的机构进行,涉及的准备包括:
体系文件的完备性。 覆盖设计、生产、检验、变更、投诉、召回等。
记录的完整性。 体系运行的实际记录。
与检测相关的内容。 检验规程、设备校准、人员资质、外部机构管理。
审核的安排。 机构的排期、审核方式。
证书的维持。 定期的监督审核。
建议尽早接洽认证机构,因为排期可能成为整体进度的制约。体系准备与产品资料准备可以并行,但体系认证的完成通常需要在前。
与美国市场的协同
两个市场的技术要求重合度较高,协同的思路:
检测数据共用。 按较严的口径做一次,两边都能用。
技术文件共用主体。 结构相近,可以从同一主文件生成。
说明书的处理不同。 加拿大需要法语版本,这是增量工作。
程序分别处理。 许可和体系的程序各自进行。
低温验证对两边都有价值。 北美北部地区的气候条件相近。
所以如果同时规划两个市场,检测可以一次做全,增量主要在语言和程序上。
上市后的义务
许可获得之后:
许可的维持。 有效期与更新。
体系证书的维持。 定期审核。
变更的申报。 产品变更的处理。
不良事件报告。 报告义务与时限。
召回的处理。 程序与报告。
「许可的维持」需要注意,它有明确的周期要求,遗漏会导致许可失效。建议纳入统一的合规日历。
常见的准备遗漏
体系认证启动太晚。 导致整体进度被拖。
法语资料准备不足。 临到提交才发现工作量大。
低温性能未验证。 上市后出现冬季使用问题。
标签版面不够。 双语内容塞不下。
参数不一致。 双语版本之间、以及与报告之间。
这几项中,前两项对进度的影响最大,建议在项目启动时就安排。

体系认证和分级判定放在最早,因为前者周期长、后者决定后面所有工作的方向。
与检测相关的准备
送检时建议一并提供:产品的完整规格;适用标准的清单;已有的其他市场报告;预期的目标市场清单;以及对低温验证的具体要求(目标温度、验证项目)。

低温验证怎么做
针对当地冬季条件,建议的验证内容:
温度设定。 按目标销售区域的历史低温记录,而不是平均气温。
电池容量。 低温下的实际容量与续航,并在资料中说明。
低温充电保护。 确认低温下禁止或限制充电。
塑料承力件。 低温冲击验证,特别是脚踏、扶手、卡扣。
润滑与转动。 低温下的转动阻力变化。
整机功能。 低温下的控制、显示、制动。
从低温进入室内。 冷凝水对电气部分的影响。
最后一项容易被忽略,但在冬季是每天都会发生的场景。

Conclusion. Entering the Canadian market generally involves two workstreams: product licensing and certification of the manufacturer's quality system. The distinctive feature is that system certification is usually a precondition for product licensing: without it, the licence application cannot proceed. That differs from markets where product and system run in parallel. Sequencing therefore matters in planning: start system certification early, because it may take longer than preparing the product documentation.
Classification and route. Products are graded by risk, and the grade determines documentation requirements and depth of review. Wheelchairs must be graded on their specific characteristics and intended use. The considerations resemble other markets: whether the device is active, whether it carries a therapeutic purpose and what its risk level is. Lower grades face relatively simplified documentation while higher grades require fuller technical documentation and evidence, so grading is again the first step in planning.
Preparing test data. The data types overlap heavily with the United States and Europe: mechanical performance and safety; electrical safety and electromagnetic compatibility for powered products; battery items for products containing batteries; flammability; biocompatibility; and environmental suitability. Existing reports are largely usable, subject to confirming standard version correspondence and report completeness. Canadian climate deserves separate consideration: winter cold is the actual operating environment, so supplementary low-temperature verification is worth adding, covering battery capacity, lubrication, low-temperature embrittlement of plastics and whole-product function in the cold. Routine test conditions do not cover these, while locally they are normal.
Language and marking. This is a notable feature of the Canadian market: labelling and instructions generally require both English and French. The work covers a French version of the instructions, bilingual label content, bilingual information on packaging and bilingual safety warnings. Bilingual label layout is a practical problem: the same content in two languages needs more label area or smaller type. Plan the layout for bilingual content at the packaging design stage rather than working out how to fit it once the content is fixed. Technical accuracy in French translation needs the same control, since errors in parameters, units and model designations are common, and technical staff should check before sign-off.
System requirements. System certification must be performed by a recognised body, and preparation covers completeness of system documentation spanning design, production, inspection, change, complaints and recall; completeness of records demonstrating actual operation; testing-related content covering inspection procedures, equipment calibration, personnel qualification and management of external laboratories; audit arrangements including the body's availability and audit method; and certificate maintenance through periodic surveillance. Approach a certification body early, since availability can constrain the overall schedule. System preparation and product documentation can proceed in parallel, but certification generally needs to complete first.
Coordinating with the United States. Technical requirements overlap considerably. Test data can be shared, tested once to the stricter specification and used on both sides. Technical documentation can share a master file, the structures being similar. Instructions differ, since the French version is additional work for Canada. Procedures are handled separately for licensing and system certification. And low-temperature verification benefits both, the climates of northern North America being comparable. Planning both markets together therefore allows testing once, with the increment falling mainly on language and procedure.
Post-market obligations. After licensing: maintaining the licence through its validity period and renewals; maintaining system certification through periodic audit; notifying product changes; reporting adverse events within the required timescales; and handling recalls through the defined procedure and reporting. Licence maintenance deserves attention, carrying explicit periodic requirements whose omission invalidates the licence; put it in a single compliance calendar.
Common omissions. Starting system certification too late, delaying the whole programme. Preparing French documentation inadequately, discovering the workload just before submission. Omitting low-temperature verification, leading to winter problems after launch. Insufficient label area for bilingual content. And inconsistent parameters between language versions and against the reports. The first two affect the schedule most and should be arranged at project start.
How we handle it. For wheelchairs aimed at Canada we suggest adding low-temperature performance verification, particularly for batteries and load-bearing plastic components. Both are real winter conditions locally and neither shows a problem under routine test conditions. We issue English reports containing complete measured data as a basis for French translation; reports with clearly marked parameters reduce ambiguity in translation.
