English version

Conclusion. After a standard is revised, manufacturers commonly ask whether their existing reports remain usable. The answer is not a simple yes or no and depends on three things. The technical differences between editions: where method and limit are both unchanged for an item, the original data remain valid. The applicable transitional arrangements: most revisions carry a transition period during which both editions may be accepted. And the specific context of use, since registration, tendering and procurement may impose different requirements on report edition. The correct approach is therefore item-by-item analysis rather than retesting everything or ignoring the change entirely.

Types of revision. Editorial revision adjusts wording without technical change and has essentially no effect. Partial technical revision changes some clauses, and the changed items need assessment. Comprehensive revision changes structure and content substantially and needs full assessment. Added requirements introduce new items requiring supplementary testing. Limit adjustments change requirement values, requiring re-judgement against the new limits. And method changes alter test methods, requiring the work to be repeated. Limit adjustments deserve attention: where the method is unchanged and only the limit has tightened, the original data remain usable and need only be judged afresh; if they fall short, the product needs improvement rather than retesting.

Steps in assessing the effect. Obtain the new edition and the statement of differences, which the foreword normally provides. Compare clause by clause, attending particularly to those bearing on your product. Classify the differences as editorial, limit, method or addition. Compare against existing reports to see which items are affected. Decide the handling, continuing to use unaffected items, re-judging where limits changed, and supplementing where methods changed or items were added. And record the analysis and conclusion. Recording the analysis matters, since you will need to produce the basis if asked later why a report remains valid.

Handling the transition period. The transition period runs from publication of the new edition to withdrawal of the old, during which both editions may be accepted. Arrangements may differ by market for the same standard. The length of the period determines how urgent preparation is. The strategy within it is to complete supplementary testing and documentation updates. And after it ends, only the new edition is accepted. The transition period is the window for preparation: using it to complete supplementary testing of the differing items is more comfortable than waiting until it closes.

Requirements by context. Registration submissions generally require the current edition, with the old edition possibly accepted during transition. Maintenance of existing registrations after revision is handled differently by market. Tenders may specify an edition in the tender document. Procurement acceptance follows the contract's specified edition. And internal verification is the company's own decision. When a standard is revised, work through each context in which the report is used, since one report may serve several contexts with different requirements.

Preparing for revisions. Establish standard update monitoring, checking periodically whether applicable standards have new editions. Maintain a standards list recording applicable standards and editions. Maintain a report register recording the edition each report relied upon. Allow response time so that assessment and supplementary testing can be completed after a revision. And communicate with the laboratory to understand the technical differences and supplementary testing needs. The report register proves its value at revision: with it, reports relying on a changed standard can be located quickly, and without it every report must be examined.

Arranging supplementary testing. Where it is genuinely needed, test only the differing items rather than repeating everything. Prepare samples, which supplementary testing requires. Explain the relationship between supplementary data and the original report. Decide the report format, whether a supplementary report or a complete reissue. And schedule it within the transition period. Testing only the differing items substantially reduces the workload, provided the difference analysis is clear, and that analysis itself takes little time.

How we handle it. When a standard is revised we notify affected clients proactively, covering which items changed, which data in existing reports are affected and what supplementary testing is needed. We can assist with the difference analysis, explaining from a testing perspective the specific differences in method and limit between editions so that the client can decide how to proceed. On supplementary testing we suggest covering only the differing items and issuing a supplementary report used alongside the original, which satisfies the new edition without discarding existing data.
