English version
Conclusion. When wheelchair manufacturers prepare documentation, attention usually concentrates on the wheelchair-specific standards: the ISO 7176 series, EN 12184 and the GB/T 18029 series. Those do not cover every requirement, however, and a layer of general standards also applies. Electrical safety applies to powered products. Electromagnetic compatibility applies to products containing electronics. Biocompatibility applies to skin-contacting components. Risk management applies to the product's risk management system. Quality management applies to the manufacturer's system. And battery requirements apply to safety and transport of products containing batteries. Omitting these general requirements is a common gap in wheelchair manufacturers' preparation.
Categories of general standard. Electrical safety applies to powered chairs and powered accessories. Electromagnetic compatibility applies to products containing electronics. Battery safety applies to products containing batteries. Battery transport applies to products containing lithium batteries. Biocompatibility applies to skin-contacting components. Flammability applies to upholstery and filling materials. Risk management applies to every product. Quality systems apply to the manufacturer. Marking and symbols apply to every product. And instruction requirements apply to every product. Risk management and quality systems are system-level requirements that do not appear as specific test items while being examined without fail in documentation review.
Electrical and electromagnetic. Applicability follows from the presence of electrical parts. The relationship with specific standards matters, since wheelchair standards include electrical parts while general electrical safety standards may still apply. Overlap and supplementation occur, with some requirements appearing in both and some only in general standards. And editions must correspond between general standards and the editions the specific standards cite. Check the relationship between the electrical clauses of the specific standards and the general standards, establishing what is covered by the former and what must be satisfied separately.
Biocompatibility. The components concerned are those contacting skin: cushions, backrests, armrest pads, handrims and belts. The contact determination covers intact skin contact of prolonged duration. Items follow contact nature and duration. And it is commonly omitted, since wheelchair manufacturers readily treat biocompatibility as something only consumables need, whereas components in prolonged skin contact require evaluation equally. Prolonged contact is characteristic of wheelchairs: a user may contact the cushion and backrest for more than a dozen hours daily, and the cumulative contact far exceeds that of many other devices.
Flammability. The components concerned are upholstery, cushion filling and other combustible parts. Specimens should be composites of fabric over filling rather than fabric alone. The relationship with specific standards matters, since wheelchair standards include a flammability part while general flammability requirements may also apply. And like biocompatibility, it is commonly omitted by wheelchair manufacturers.
Battery requirements. Battery safety covers cell and pack requirements. Transport requirements apply specifically to products containing lithium batteries. Chargers require electrical safety assessment. And system-level considerations cover the battery's integration with the product. Transport requirements affect both sample shipment and product distribution, and inadequate preparation delays matters.
Risk management and systems. Risk management covers the product lifecycle, including analysis, control, verification and post-market surveillance. Quality management covers the manufacturer's system. Neither produces test reports while both produce documentation examined without fail in review. Their relationship with testing is that the effectiveness of risk control measures requires verification, and the evidence of that verification is frequently test data.
Compiling the list. List the product's characteristics, covering manual or powered, which materials it contains and which components contact the body. Match applicable standards to those characteristics, covering both specific and general standards. Determine the applicable editions. Identify overlaps and gaps, establishing which requirements appear in several places and which in only one. Compile a complete list covering standards, editions and applicable clauses. And map requirements to evidence, establishing what evidence supports each. Mapping to evidence is the list's ultimate purpose: with that mapping, documentation completeness becomes visible at a glance and gaps surface promptly.
How we handle it. For wheelchair work we determine the complete standards list from the product's characteristics, covering both specific and applicable general standards. Biocompatibility and flammability are two we raise proactively, since both are omitted comparatively often in wheelchair manufacturers' preparation while being explicit requirements in documentation review. For powered products we also raise battery safety and transport documentation, since both affect submission and shipment.
