English version
Conclusion. Wheelchair manufacturers preparing documentation commonly encounter both the ISO 7176 series and EN 12184, and the two occupy different positions. ISO 7176 is a multi-part series dividing wheelchair performance into parts, each specifying the method and, in some cases, the requirements for one class of test: stability, braking, dimensions, strength, flammability, obstacle climbing and so on. EN 12184 is a comprehensive standard for powered wheelchairs and scooters, specifying what such products must satisfy, while many of its test methods refer directly to the corresponding parts of ISO 7176. The two are therefore not alternatives but stand in a relationship of comprehensive requirements to test methods.
Structure of the ISO 7176 series. The series divides by performance item, and commonly encountered parts include ISO 7176-1 for static stability; ISO 7176-2 for dynamic stability of powered chairs; ISO 7176-3 for braking effectiveness; ISO 7176-4 for energy consumption and range of powered chairs; ISO 7176-5 for dimensions, mass and manoeuvring space; ISO 7176-6 for speed, acceleration and deceleration of powered chairs; ISO 7176-8 for static, impact and fatigue strength; ISO 7176-10 for obstacle climbing of powered chairs; ISO 7176-14 for electrical systems; ISO 7176-16 for flammability; ISO 7176-21 for electromagnetic compatibility; and ISO 7176-25 for batteries and chargers. The point of the division is that the parts used are those whose performance must be tested: manual chairs do not involve the powered parts, while powered chairs engage most of them.
The position of EN 12184. Its scope covers powered wheelchairs, scooters and their chargers. Its content specifies safety and performance requirements for such products, test methods partly specified and partly referenced, and requirements on marking and documentation. Its relationship to ISO 7176 is that most performance test methods refer to the corresponding parts of ISO 7176 while the requirement values are specified or confirmed by EN 12184. In practice, preparing to EN 12184 means that many of the tests actually performed are the methods of ISO 7176 parts, and reports carry both standard numbers.
Handling it in practice. Establish which applies, from the target market and product type. Examine the references, covering which parts EN 12184 cites and at which edition. Check the requirement values, since the methods come from ISO 7176 while the limits follow EN 12184. Attend to editions, since the two must correspond and EN 12184 may cite a specific edition of a part. And express it in the report, showing both the comprehensive standard and the method standards used. Edition correspondence is where problems arise: a given edition of EN 12184 cites a particular edition of an ISO 7176 part, and using a newer edition of the part may involve methodological differences.
The manual wheelchair case. The comprehensive standard for manual wheelchairs is EN 12183, structured similarly to EN 12184: it specifies requirements and refers to the corresponding ISO 7176 parts for methods. Fewer parts apply to manual chairs, since powered, battery and electromagnetic items do not arise. The mechanical parts covering stability, braking, dimensions, strength and flammability apply equally.
Differences in coverage. EN 12184 may not reference every part of ISO 7176, so which parts are cited must be checked. EN 12184 may carry requirements that ISO 7176 does not cover, such as specific requirements on documentation and marking. And the target market may impose additional requirements beyond the comprehensive standard. Build a comparison table listing every applicable requirement, the method standard and part corresponding to each, and the source of the limit. Compiled once, that table serves for a long time.
Common misconceptions. That testing to ISO 7176 equates to conformity with EN 12184 does not hold: the methods may be right while limits and coverage must be checked against EN 12184. That an EN 12184 report is sufficient depends on which items it covers and whether it is complete. That the two standards are alternatives is wrong; they work together. And that editions do not matter is wrong, since editions affect both methods and limits.
Relationship to other markets. Other markets may adopt ISO 7176 or equivalents, so data produced by ISO 7176 methods have reuse value across markets. Limits may differ between markets, with common methods and differing requirement values. Give measured data in reports, so that the data remain usable when each market applies its own limits.
How we handle it. For wheelchair work we establish the target market and applicable comprehensive standard first and derive from it the ISO 7176 parts and editions to be performed. Our reports list both the comprehensive standard and the method parts used and give measured data, so that the basis and provenance of the data are clear wherever the report is cited. For multi-market products we suggest testing to the stricter limits, so that one report's data serve several markets.
