English version

Conclusion. The wheelchair standards system is divided into parts, and references run between parts and between parts and other standards: a test method in one part may reference loading conditions in another, and a requirement may reference a definition in a general standard. Failing to trace those references causes several problems. Omissions occur where a referenced standard carries requirements that were never consulted. Wrong methods are used where the referenced method differs from what was assumed. Wrong editions are used where a specific edition was referenced and another applied. And definitions diverge where the term's definition lies in the referenced standard.

Types of reference. Normative references make the referenced content part of the requirement and must be applied. Informative references are for guidance and are not mandatory. Dated references specify an edition, which must be used. And undated references specify no edition, and the current edition generally applies. The dated-undated distinction is practical: a dated reference fixes the edition, so that the original applies even after the referenced standard is revised, while an undated reference follows the current edition. That distinction affects handling when standards are updated: with an undated reference, a revision of the referenced standard may change the requirement.

Tracing the chain. At the first level, establish which standards the principal standard, such as a comprehensive standard, references. At the second level, establish what those reference in turn. Continue until no new references appear. Compile a list of every standard involved with its edition. And judge relevance, establishing which references bear on your product and which do not. Not every reference is relevant to your product: a standard may reference several others while only some clauses apply, and judging relevance during tracing avoids unnecessary work.

Common references in wheelchair standards. Comprehensive standards reference parts, with EN 12184 referencing the methods of ISO 7176 parts. Parts reference one another, with a test in one part referencing conditions or terms from another. General standards are referenced for electrical safety, electromagnetic compatibility, biocompatibility and flammability. Terminology standards are referenced for terms and definitions. And test method standards are referenced for general mechanical and material methods. Terminology references are easily overlooked while definitions directly affect measurement convention, and a misread definition produces wrong data.

Practical approach. Determine the principal standard from product and market. List the normative references it contains. Trace each one for its own references. Judge which clauses apply. Check editions, applying the specified edition for dated references and the current edition for undated ones. Compile a standards list with editions. And maintain it, updating locally as standards change. Compiling and maintaining a standards list is a one-off investment with long-term benefit, serving as a starting point for later products and projects.

Common problems. Consulting only the principal standard and missing requirements in referenced ones. Mixing editions between principal and referenced standards. Over-tracing, drawing in irrelevant references and adding unnecessary work. Failing to update the list after standards change. And failing to judge relevance, treating everything in a referenced standard as a requirement. Over-tracing and consulting only the principal standard are errors in opposite directions, the first wasting resources and the second omitting requirements; judging relevance is what separates them.

Expression in reports. List the standards relied upon completely, covering the principal standard and the method standards actually used. State the edition of each. Relate items to clauses, showing which standard and clause each test item follows. And explain the reference relationship where necessary. At minimum, list the method standards and editions actually used, so that anyone citing the report knows the methodological basis of the data.

How we handle it. When accepting wheelchair work we determine the standards list from product and target market, covering both the principal standard and the method standards actually used, and check that the editions correspond. Our reports list the standard and clause underlying each test item, so that readers can trace the method's source. Where a client's standards list differs from our judgement we raise it for discussion, since the list determines the test scope and a mismatch produces either incomplete coverage or unnecessary items.
