轮椅进入巴西市场,手动轮椅与电动轮椅的路径差别较大。
手动轮椅不含电气部分,路径相对简单,主要是产品注册和资料准备。
电动轮椅含电气部分,可能落在强制认证的范围内。落在范围内时,相关项目需要在当地认可体系内完成检测或认证,境外报告不能直接替代。
所以第一步是确认:你的产品属不属于强制认证范围、哪些项目必须走当地路径。 这个判断搞错,最坏的情况是整套电气检测白做。
路径的判断
第一步,明确产品的电气特征。 是否含电机、电池、充电器、控制系统。
第二步,确认强制认证的适用性。 查产品是否落在范围内。
第三步,确定哪些项目必须本地完成。 通常是电气安全相关的。
第四步,规划检测的分配。 哪些在国内做、哪些走当地路径。
第五步,确认本地路径的具体安排。 认可机构的选择、排期、费用。
第三步和第五步建议尽早做,因为当地机构的排期会成为进度的制约因素。
检测数据的准备
可以在国内完成的部分通常包括:
机械性能与安全。 静态强度、疲劳、冲击、稳定性、制动、尺寸与质量。
阻燃。 面料与坐垫的燃烧性能。
生物相容性。 接触部件。
环境适应性。 温度、湿度。
这些项目的报告可以直接用于资料提交,需要确认的是标准版本的对应和报告的完整性。
电气安全相关部分要按前面的判断分配,落在强制范围内的走当地路径。
电源与本地条件
几个与当地基础设施相关的实际问题:
电压与插头。 当地的电压和插头形式与许多国家不同,充电器需要匹配。这不只是配转换头的问题,产品的电气设计要能适应。
电压波动。 部分地区供电存在波动,建议补充相关验证。
高温高湿。 多数地区气候炎热潮湿,对电池、电子件、金属件、面料都有影响。建议补充高温高湿条件下的性能与安全验证。
紫外线。 日照强烈,塑料件和面料的耐候性值得验证。
这几项在常规轮椅测试清单里没有,但对应当地的实际使用环境。 做了之后售后问题会少很多。
葡语资料
提交资料需要葡萄牙语,工作量包括:
技术资料的翻译;说明书的葡语版本;标签的葡语内容;以及必要时的翻译准确性说明。
建议把翻译当成独立的工作包安排时间,而不是提交前的最后一步。技术翻译需要懂专业的译者,排期要提前。
参数的翻译准确性要把关。 建议定稿前由技术人员核对参数、单位、型号。
本地责任主体
注册需要由当地的责任主体提出,选择时考虑:
是否具备相应资质;能否持续承担上市后义务;与商业安排是否匹配;以及更换主体时注册证的处理。
注册证与责任主体绑定,更换涉及变更程序,商业安排变动时会比较被动。建议在合同中把这一点约定清楚。
准备的顺序
第一,确认强制认证范围。 决定检测路径和成本。
第二,确认本地责任主体。 决定谁来提交。
第三,核对标准差异。 决定要不要补测。
第四,安排检测。 国内部分与当地部分分别推进。
第五,翻译与资料编制。 与检测并行。
第六,提交与应答。
前三步是确认性工作,花时间不多但影响很大。 跳过直接送检,返工概率很高。
上市后的义务
注册证的有效期与续期;产品变更的申报;不良事件的报告;以及责任主体信息的维护。
续期最容易遗漏。 注册证有明确有效期,到期前要启动续期,过期后重新申请的成本远高于续期。建议把到期日放进合规日历,提前足够时间提醒。

葡语资料准备不足。 临到提交才发现工作量大。
阻燃数据缺失。 面料与坐垫容易被漏。
高温高湿未验证。 上市后出现可靠性问题。

高温高湿验证的内容
针对当地气候,建议验证:
电池高温性能与安全。 车内、室外暴晒的温度可能较高。
电子件。 高温高湿下的功能与绝缘。
金属件腐蚀。 潮湿环境的腐蚀与防护。
面料。 霉变、色牢度、强度保持。
塑料件耐候。 紫外线照射后的性能。
整机功能。 高温高湿下的控制与保护动作。
与其他拉美市场的关系
如果计划覆盖拉美多国,建议把技术准备和程序分开看:技术层面的检测数据多数可以共用,按较严的一档做一次;程序层面各国各自处理,包括注册、本地主体、语言要求。
语言上葡语与西语不同,不能互用,这一点在规划翻译工作量时要考虑到。

Conclusion. For wheelchairs entering the Brazilian market, the routes for manual and powered chairs differ considerably. Manual chairs contain no electrical parts and follow a comparatively simple route centred on product registration and documentation. Powered chairs contain electrical parts and may fall within mandatory certification, in which case the relevant items must be tested or certified within the locally recognised system and overseas reports cannot substitute directly. The first step is therefore confirming whether the product falls within mandatory certification and which items must follow the local route. Getting that wrong can, at worst, render an entire electrical test programme useless.
Determining the route. Establish the product's electrical characteristics, meaning whether it contains motors, batteries, chargers and control systems. Confirm whether mandatory certification applies. Determine which items must be performed locally, usually those relating to electrical safety. Plan the allocation of testing between domestic work and the local route. And confirm the practical arrangements for the local route, covering choice of recognised body, availability and fees. Do the third and fifth steps early, since local body availability constrains the schedule.
Preparing test data. Work that can generally be completed domestically includes mechanical performance and safety, covering static strength, fatigue, impact, stability, braking and dimensional and mass parameters; flammability of upholstery and cushions; biocompatibility of contacting components; and environmental suitability for temperature and humidity. Reports for these can be used directly in the submission, subject to confirming standard version correspondence and report completeness. Electrical safety work must be allocated according to the earlier determination, with items within mandatory scope following the local route.
Supply and local conditions. Several practical matters tie to local infrastructure. Voltage and plug configuration differ from many countries and the charger must match; this is not merely a matter of an adaptor, since the product's electrical design must accommodate it. Supply fluctuation occurs in some areas, making related verification worth adding. Heat and humidity prevail across much of the country, affecting batteries, electronics, metals and upholstery, so verification of performance and safety under hot humid conditions is worth adding. And strong sunlight makes weathering resistance of plastics and upholstery worth verifying. None of these appears on routine wheelchair test lists while all correspond to real local conditions, and covering them substantially reduces after-sales problems.
Portuguese documentation. Submissions require Portuguese, covering translation of technical documentation, a Portuguese version of the instructions, Portuguese label content and, where needed, a statement of translation accuracy. Treat translation as a separate work package with its own schedule rather than a final step before submission, since technical translation requires translators who understand the subject and their availability must be booked in advance. Control parameter accuracy in translation, with technical staff checking parameters, units and model designations before sign-off.
Local responsible entity. Registration must be made by a local entity. Consider whether it holds the necessary standing, whether it can sustain post-market obligations, whether it fits your commercial arrangements, and how the registration would be handled on a change of entity. The registration is tied to the entity, changing it involves a variation procedure, and a shift in commercial arrangements leaves you in a weak position. Settle this in the contract.
Order of preparation. Confirm whether mandatory certification applies, which determines testing route and cost. Confirm the local responsible entity, which determines who submits. Compare standard differences, which determines whether supplementary testing is needed. Arrange testing, progressing domestic and local portions separately. Prepare translation and documentation in parallel with testing. Then submit and respond. The first three are confirmatory, take little time and matter greatly; skipping them and going straight to testing carries a high probability of rework.
Post-market obligations. Track the registration's validity and renewal, notification of product changes, adverse event reporting, and maintenance of the entity's details. Renewal is most often missed: registrations carry a defined validity, renewal must start before expiry, and reapplying after lapse costs far more than renewing. Put the expiry date in a compliance calendar with ample advance warning.
How we handle it. For Brazilian wheelchair work we state plainly which items we can perform and which must follow the local route, so that the client can budget and schedule accurately. For items we perform we issue detailed reports and can supply an English version as a translation basis, with clearly marked parameters reducing ambiguity. On environmental suitability we suggest adding hot-humid and weathering verification, both corresponding to real local climate conditions that routine testing does not cover.
