English version

Conclusion. The GB/T 18029 series is the domestic Chinese wheelchair standards series and corresponds clearly to the ISO 7176 series, with part numbers broadly aligned: GB/T 18029.1 corresponds to ISO 7176-1, GB/T 18029.3 to ISO 7176-3 and so on. Correspondence does not mean identity, however, and two things need checking. The manner of adoption, whether identical adoption with the same technical content or modified adoption with technical differences. And the edition adopted, meaning which edition of the international standard the domestic one adopted, since a time lag may exist. With both checked, whether data produced to one standard can serve the other becomes judgeable.

Forms of correspondence. Identical adoption carries the same technical content and data generally transfer directly. Modified adoption carries technical differences and the differing items need checking. Non-equivalent adoption carries substantial differences requiring item-by-item checking. And independently developed standards have no international counterpart and must be applied separately. Modified adoption needs the most attention: most content matches while certain clauses differ, and the difference may add requirements, adjust limits or modify methods. The foreword of a standard normally states the manner of adoption and the differences, which is where checking begins.

Common types of difference. Requirement values may be adjusted to domestic circumstances. Clauses may be added where domestic standards impose specific requirements. Clauses may be deleted where content does not apply. Methods may be adjusted in the detail of test conditions or steps. And referenced standards may be replaced with domestic counterparts. Replacement of referenced standards produces knock-on differences, since the referenced standards may themselves differ.

The edition question. A time lag exists because adopting an international standard takes time, so the edition adopted may be an earlier one. International standards are then updated while the domestic version may not yet have followed. The effect is that data produced to a newer international edition, used against a domestic standard based on an older one, require checking for changes in method and limits. Handle it by comparing the two editions and either explaining or supplementing the differing items. Check editions at project start rather than discovering a mismatch when the report issues.

Limits of data reuse. Data transfer where adoption is identical, editions correspond and methods and limits match. Data need checking where adoption is modified or editions differ. Supplementary testing is needed where the domestic standard adds items the international one lacks, or where stricter limits leave the original data insufficient. And data cannot transfer where methods differ substantively or the domestic standard was developed independently. Stricter limits deserve attention: the method is the same and the data are the same set, but judgement against a stricter limit may fail, and what is needed then is not further testing but product improvement.

Practical approach. List the applicable parts by product type. Check the correspondence of each part, covering adoption and edition. Identify the differing parts carrying technical differences. Judge data reusability item by item. Arrange for the differing items through supplementary testing, adjustment or explanation. And record it as a comparison table for reuse. The table's value is that, compiled once, it serves for a long time, needing only local updates as products or standards change.

Expression in reports. List the standards and editions actually relied upon. Where both domestic and international standards apply, explain the correspondence. Give measured data, so that the figures remain usable when different standards' limits are applied. And explain any differing items and how they were handled. Giving measured data is the effective response to multi-standard situations: limits may differ while measured data are objective and each standard can be applied to them.

Common misconceptions. That domestic and international standards are identical: most parts are close and identity cannot be assumed. That an international standard report can simply be used domestically: adoption and edition must be checked. That corresponding numbers mean corresponding content: corresponding numbers indicate only that the subject matter is the same. And that the newest edition is always right: where an older edition applies, a newer one may use different methods.

How we handle it. For wheelchair work we confirm which standards and editions the client actually needs to rely upon, whether domestic or international and which edition, since that determines both method detail and the limits applied. For products serving both domestic and overseas markets we suggest scoping to cover both, and we give measured data and the standards relied upon in the report so that one report is clearly usable on either side. Where differing items exist we identify them at the protocol stage, so that the client can decide whether to test to the stricter option or handle them separately.
