English version

Conclusion. Planning exports of wheelchairs to this region starts with route selection: national registration covers a single country with a generally shorter timeline, while union-level unified registration covers several member states, taking longer but settling matters once. The choice depends on intended coverage and available time. Since documentation structure, language, testing requirements and review procedure all differ between routes, this is the first decision point. One further thing needs doing specifically: low-temperature verification. Winters in the region are severe while routine wheelchair testing is performed at ambient, so the behaviour of batteries, plastics and lubricants in the cold does not appear in routine data.

Comparing the routes. The national route covers a single country, follows that country's documentation rules, generally takes less time, suits entry into a single market, and requires separate applications for later expansion. The union route covers several member states, follows unified rules, generally takes longer, suits plans for regional coverage, and covers expansion in one step.

Preparing test data. Whichever route applies, wheelchairs need similar data: mechanical strength, fatigue, impact, stability and braking; dimensional and mass parameters; electrical safety and electromagnetic compatibility for powered products; battery items; flammability; and biocompatibility. These overlap heavily with European requirements and existing reports are largely usable. The distinguishing feature is a high expectation of completeness and formal compliance in documentation: structure, stamping, signature and notarisation carry explicit rules, and formal non-compliance leads to rejection irrespective of technical content. Establish the formal requirements early, because rework from formal defects is entirely avoidable.

Low-temperature verification. For local winter conditions, verify the following. Batteries, covering capacity loss, discharge capability and low-temperature charging protection; markedly reduced winter range is universal, so measure it and state it in the documentation. Load-bearing plastics, covering low-temperature impact strength of footplates, armrests, clips and hub caps, since cold embrittlement is the characteristic failure of these parts. Lubrication, covering increased rotational resistance as grease thickens, making manual chairs harder to push and further reducing powered range. Rubber components, covering tyre hardening and reduced grip and seal hardening with reduced sealing. Control and display, covering response speed and liquid crystal legibility in the cold. Braking, covering effectiveness in cold and on snow and ice. And condensation, which forms on electrical parts when moving from cold into a heated interior. The last happens daily in winter and genuinely affects electrical safety; run temperature cycling and inspect the electrical section.

Confirming local testing. In some circumstances testing at a locally recognised laboratory is required, varying with product class and route. Confirm at project start, because where it applies, planning must cover sample shipping, with specific requirements for battery-containing products, local laboratory capacity and communication during testing. Wheelchairs containing lithium batteries deserve particular attention when shipping, since international carriage carries specific requirements and inadequate preparation causes delay.

Language and document form. Submissions require Russian, covering translation of technical documentation, a Russian version of the instructions, Russian label content and possibly notarised translation of certain documents. Notarised translation is easily underestimated, involving defined procedures and time rather than simply finding a translator; confirm in advance which documents need it and allow the time. Technical accuracy in translation needs the same control, with staff checking parameters, units and model designations before sign-off.

Local responsible entity. Registration requires a local entity, with considerations of standing, capacity for continuing service and handling of any change. Note also that technical documentation generally must be held locally and be available on request, and the scope of the entity's post-market obligations must be clear.

Planning. Choose the route based on coverage and time. Confirm whether local testing is required, which sets the floor on duration. Confirm formal requirements, meaning which documents need notarisation, certification or a specific format. Settle the local entity. Run testing and documentation in parallel, including low-temperature verification, with translation as its own work package. Then submit and respond. The first three are confirmatory, take little time and determine how the rest proceeds.

How we handle it. For wheelchairs aimed at this region we suggest bringing low-temperature verification into the test plan, concentrating on batteries, load-bearing plastics and braking, the three most likely to cause winter problems and none visible under routine test conditions. In low-temperature testing we attend to whether specimen conditioning is adequate and whether testing takes place in the cold; failing either produces optimistic data, and optimistic data are more dangerous than none. We can supply English reports as a basis for Russian translation, with parameters, model designations and units clearly marked to reduce translation errors.
