English version
Conclusion. When an international standard is adopted by a country or region, it is often not reproduced unchanged but carries local modifications, commonly called national deviations or regional differences. Their sources vary. Infrastructure differences cover voltage, frequency and plug configurations. Climatic differences cover applicable temperature and humidity ranges. Regulatory requirements impose additional local provisions. Industry practice reflects local usage and product forms. And differences in safety philosophy reflect varying tolerance of particular risks. Seeing that a standard adopts an international one is therefore not the end of the enquiry: the manner of adoption and the specific differences must also be examined.
Forms of difference. Added clauses impose local requirements. Modified clauses adjust requirement values or methods. Deleted clauses remove content that does not apply. Replaced references substitute local counterparts for referenced standards. Added annexes carry locally specific content. And editorial adjustments cover terminology, units and wording. Replaced references are underestimated: substituting a local version of a referenced standard brings that version's own differences into play, creating a chain of differences.
Identifying differences. Read the foreword, which in adopted standards normally states the manner of adoption and the principal differences. Read the annexes, where differences may be collected. Look for clause markings, since some standards mark locally modified content with boxes or underlining. Compare clause by clause for key provisions. And consult difference summaries, which some systems publish. The foreword and difference annex are the quickest route, since most adopted standards explain the differences in those two places without requiring clause-by-clause comparison.
Common types of difference. Electrical differences cover voltage ranges, plugs and earthing arrangements, which are the commonest differences for powered products. Environmental differences adjust operating temperature ranges to local climate. Limit differences adjust requirement values to local circumstances. Test condition differences adjust temperature, humidity and duration. Marking and language requirements cover local languages and symbol systems. And documentation differences cover the list of materials to be submitted. Marking and language are formal requirements whose non-compliance nonetheless causes rejection, and the workload is not small.
Handling strategies. Test to the strictest option, taking the most demanding version of each differing requirement and covering it once. Handle differing items separately while testing common items once. Give measured data in reports so that different limits can be applied. Explain how each difference is satisfied in the documentation. And retain flexibility where requirements may change. Testing to the strictest option is usually the most efficient strategy, since the incremental cost of differing items is generally modest while it avoids market-by-market supplementary testing.
Coordinating across markets. Compile a combined requirements table listing each market's requirements with differences marked. Identify common and differing items. Test common items once. Arrange differing items separately. Maintain the table, updating locally as standards change. And establish market-to-standard-to-edition correspondence, recording which standard and edition applies in each market. The combined requirements table is the basic tool for multi-market work: with it, adding a market requires only comparing the increment rather than starting afresh.
Design responses. Design to the stricter requirement, avoiding separate versions for different markets. Handle differences modularly, addressing power supply and marking through modules. Leave adjustment room in label layouts and parameter ranges. And keep a unified core design with differences confined to the periphery. Modular handling is the practical approach: fitting market-specific power adaptors to a common base unit satisfies each market while controlling the number of variants.
How we handle it. For multi-market wheelchair work we establish the applicable standards and their local deviations for each target market first and design a test programme covering all of them. For differing items we suggest testing to the stricter option, since the incremental cost is generally limited while one data set covering several markets markedly reduces later supplementary testing. Our reports give measured data with test conditions stated, so that each market's limits can be applied directly to them.
