English version

Conclusion. Wheelchairs are assembled products, and most components come from suppliers: frame tubing, wheels, tyres, bearings, cushions, fabrics, motors, controllers, batteries and fasteners. This gives them a characteristic: product quality is largely determined by incoming material. And incoming material problems have an awkward property, in that they are hard to detect after assembly. Tubing with insufficient wall thickness is invisible once welded into a frame but shows up in fatigue testing. Bearings of inadequate precision turn normally when the wheel is fitted but develop noise and binding after a period of use. Fabric failing flammability looks entirely normal but fails type testing. The value of incoming inspection therefore lies in stopping problems at the point where doing so costs least.

Classifying incoming material. Critical components are those directly affecting safety, warranting full inspection or tightened sampling. Important components affect principal performance and warrant normal sampling. General components affect appearance or auxiliary function and warrant reduced sampling or none. Criticality follows from the consequence of failure: frame tubing, braking components, batteries, controllers and belts can cause injury when they fail.

Inspection points by material. Tubing and sections require material identity, which spectrometry confirms quickly, together with wall thickness, outside diameter, straightness and surface condition, with wall thickness the priority since it bears directly on strength. Wheels and tyres require dimensions, runout, rim strength, tyre size and marking, and air retention. Bearings and rotating parts require type, clearance, freedom of rotation and lubrication. Fasteners require size, property class, surface treatment and thread quality. Fabrics and fillings require material, mass per unit area, flammability, colour fastness and strength. Motors require type, no-load current, speed and insulation. Controllers require type, version and functional checking. Batteries require type, capacity, appearance, voltage, and safety marking and certificates. And plastic parts require material, dimensions, appearance and, where relevant, mechanical properties. Checking battery certificates is essential, since both safety and transport require supporting documentation whose absence affects shipment.

Methods of inspection. Document checking covers conformity certificates, material certificates, test reports and certificates. Visual inspection uses the eye and simple gauges. Dimensional measurement covers key dimensions. Functional checking covers rotation, power-up and actuation. Performance testing covers items requiring equipment. And external testing covers items beyond in-house capability. Document checking costs least while readily becoming a formality: looking only at whether documents exist, without examining their content and batch correspondence, amounts to not checking at all.

Sampling considerations. Define the batch as one supplier, one specification and one production batch. Set the sampling plan from lot size and inspection level. Tighten or reduce according to the supplier's history. Handle destructive items by sampling at a sensible proportion. And tighten the first delivery from a new supplier or of a new specification. Adjusting by history is effective: consistently reliable suppliers can be reduced and those with a problem history tightened, putting resources where they are needed.

Working with suppliers. State technical requirements explicitly, covering both specifications and inspection methods. Require test data from suppliers for each batch. Confirm first deliveries comprehensively for new suppliers or specifications. Audit key suppliers on site periodically. Establish a feedback mechanism so that problems are raised promptly with improvement required. And require change notification when materials or processes change. Change notification is a common gap: a supplier changing material or process without notifying leaves routine incoming inspection possibly unable to detect it, and the problem surfaces only at type testing.

Records and traceability. Batch identification allows incoming material to be identified and traced. Inspection records cover the data for each batch. Release records cover who released the material and on what basis. Non-conformance records cover return, concession acceptance and sorting. And linkage to finished product establishes which incoming batch went into which product batch. That linkage is the foundation of traceability, allowing the affected scope to be determined quickly when a problem arises.

How we handle it. Material identity and mechanical properties of critical components are the incoming inspection work we are most often asked for: tubing material and wall thickness, fabric flammability and fastener strength, all items manufacturers may not be able to perform themselves. For first deliveries from new suppliers we suggest comprehensive confirmation, since first-delivery data set the baseline for later judgement and only an accurate baseline makes subsequent sampling meaningful. Where we find an incoming material problem we provide detailed measurement data to support the manufacturer's discussion with the supplier.
